Gold Coast City Council CEO Tim Baker is set to face scrutiny as councillors consider an independent review of the council’s executive leadership team. The review proposal was delayed after legal advice was sought about the process and how the matter should proceed through council channels.
Acting Mayor Mark Hammel confirmed an updated motion would be presented at a future full council meeting after additional legal clarification was obtained. The original discussion was expected during a governance committee meeting, but the process was adjusted following questions about the legal framework surrounding the review.
The proposed review is not intended to examine only Tim Baker individually but will focus on the broader executive leadership team, including effectiveness, decision-making, governance, workplace culture and whether the organisation is prepared for future challenges.
Councillors have raised concerns about the alignment between council administration and several council-backed organisations, including economic development and tourism-related entities. Some councillors have questioned whether current structures are delivering sufficient value for ratepayers.
Tim Baker has led major organisational changes at the City of Gold Coast and has previously received positive performance feedback. However, the proposed review comes amid broader debates about council governance, spending decisions and leadership accountability.
The CEO also previously faced scrutiny over council executive travel expenses, with councillors questioning the level of spending and calling for greater transparency around senior staff expenditure. Council representatives defended some travel decisions, stating they delivered financial benefits and supported city interests.
Supporters of the review argue that an independent assessment could provide evidence-based feedback and improve council operations, while critics have questioned whether the review is the best use of resources and suggested clearer internal direction may be more effective.
The council is expected to debate the updated proposal at an upcoming full meeting. No decision has been made regarding Tim Baker’s position, and the review process is focused on evaluating leadership performance rather than announcing any immediate changes.
