Ballarat Base Hospital is facing renewed scrutiny over ambulance ramping and emergency department capacity after an elderly patient suffering from sepsis reportedly waited more than 15 hours outside the hospital before receiving care. The incident has been highlighted as part of wider concerns about pressure on regional Victorian hospitals and the ability of emergency services to transfer patients into hospital departments quickly.

The Victorian Ambulance Union has raised concerns about conditions at Ballarat Base Hospital and other regional hospitals, including facilities in Geelong and Bendigo. According to the union, paramedics have faced lengthy periods waiting with patients outside emergency departments because hospitals are operating at or near capacity. In some reported cases, ambulance crews have remained at hospitals for many hours, preventing them from returning to the community to respond to new emergency calls.

The case involving the elderly patient is particularly concerning because sepsis is a medical emergency requiring urgent assessment and treatment. Healthdirect advises that the risk associated with sepsis increases with every hour before treatment begins.

The ambulance union says regional hospitals continue to experience significant pressure despite improvements seen at some metropolitan facilities. Victorian Ambulance Union general secretary Danny Hill has criticised the ongoing situation, saying paramedics can spend substantial portions of their shifts waiting in hospital corridors rather than being available for emergency call-outs.

The situation comes as Ballarat continues to experience population growth and increased demand for healthcare services. Grampians Health has acknowledged that some patients requiring admission to Ballarat Base Hospital can experience extended waits for inpatient beds during periods of exceptionally high demand. The health service has said patient and staff safety remain priorities and that work is continuing to improve patient flow and access to care.

Ballarat Base Hospital is currently undergoing a major $655 million redevelopment designed to increase capacity. The Victorian Health Building Authority says the project includes a new multi-level hospital tower, a new emergency department, an expanded critical-care floor, a helipad and 100 additional inpatient and short-stay beds. The completed redevelopment is expected to provide capacity for substantially more emergency patients and inpatients each year. Construction is currently scheduled for completion in 2027.

The current ambulance-ramping concerns are not isolated to Ballarat. Regional emergency departments across Victoria have been under pressure, with doctors and paramedics warning that overcrowding can affect patient care, staff workloads and ambulance availability. Earlier reporting from Ballarat also documented concerns from emergency department staff about patients experiencing prolonged waits for beds.

Hospital representatives have maintained that they are working to manage demand while improving patient flow and preparing for additional capacity from the redevelopment. The new facilities are expected to provide more space and services once construction and commissioning are completed.

For Ballarat residents, the latest case has renewed questions about whether current emergency department capacity is sufficient for the city's growing population while the major hospital redevelopment remains under construction.
