She argues the display brings joy to the community, with many visitors stopping to photograph and admire the ducks. She plans to keep the ducks in place until she receives a written directive to remove them. If required, Rand says she will relocate the collection to a ledge above her property that is not part of the shared common area, ensuring the beloved rubber ducks can continue delighting residents and visitors alike.
