Police later identified a vehicle of interest travelling at high speed in Meadow Heights. Officers followed the vehicle into Roxburgh Park, where it was abandoned on St Clair Boulevard and the occupants fled.
Police subsequently arrested two people, aged 16 and 18, on Sheridan Way. They are expected to be interviewed by detectives as the investigation continues. Police have not indicated that charges have been laid at this stage.
Investigators are continuing to examine the circumstances surrounding the fire, including the events before the blaze and the movements of the vehicle of interest. Further information may be released as the investigation progresses.
