The staff member, a 23-year-old man, was knocked to the ground in the collision but did not suffer serious injuries. The vehicle involved in the collision was later recovered in Wendouree.
Police said the two women involved in the incident have been identified, but investigators are still trying to establish the identity and whereabouts of the male suspect.
Detectives have released security footage showing the group at the tow yard as part of their appeal for information. Police are particularly interested in hearing from people who were driving through the Delacombe area between approximately 9pm and 10.30pm on 28 April and may have captured relevant footage on dashcams.
The investigation remains ongoing, with detectives seeking information that could help identify the man allegedly involved in the attempted theft and collision.
